He is on the Main Road in Champs Fleurs. Take the mount hope stretch from the U/B and C/R intersection and make a right on the main road traffic lights. You will pass SBCS on your left, Yancy's Shop (Legal Imports) will be on your left. If you reach WASA or the hill to go St. Joseph you gone too far.
