found this so far but this was reported last year - dec. 2004

There were 1,342 traffic accidents nationwide in November, up 6 per cent compared to the previous month. Accidents killed 953 people, up 2.4 per cent, and injured another 1,208, a fall of 21 per cent. Ha Noi and HCM City remain the country�s traffic accident hot spots.

There were also 31 railway accidents last month in which 16 died and 17 were injured, a 9 per cent increase in incidents and a 10 per cent increase in fatalities.

We asked about crash helmets but were met with looks of incredulity. "Where are you going then?" asked the man hiring out the bike. "Are you going out of the city?" To him, the idea that anyone would bother using a crash helmet inside the city seemed totally strange. Had he seen what the traffic was like out there?! We gave the crash helmets a miss on the basis that I would drive extra specially carefully. Whatever that means here ...

The committee has instructed competent agencies to reduce traffic accidents, monitor the use of helmets and resolve congestion in high-traffic areas.
