This can be a resullt of two things,
faulty ingnition or faulty carb butterfly shaft.

Faulty ignition may be from your plug wires, incorrect points adjustment (if u have points that is), a hairline fracture on yourdizzy cap )or rotor if u running elect. ign) or even old wires in your harness that has been subjected to high under bonnet heat for too many years..
Start the car in at night or in a dark place and rev the engine to an rpm where u get the problem ..
check for your lil blue sparks jumping around the dizzy..
You may know of a more hightech way of checking for this problem but this is an old school technique...
you can use a fluke to check the reistance of your wires while your at it.
Also if u have points, make sure they gapped to 18 thou..

The other thing to consider is the carb shaft..

The carb shaft is brass and the body is aluminium.. so the aluminium wears out a bit faster ...the increase space between the carb body and shaft allows air to enter and upset the mixture ..the sweet spot occurs when the shaft is in a position to seal off this gap

To rectify this, you will need to remove the carb , take it to a machine shop
let them machine the shaft to its minimum thickness at the areas where it rotates and rubs in the carb...
make two brass bushings and install them in the carb body

before this repair is atempted , se if u can get a spare carb borrowd from a member and see if this solves the problem first.

Good Luck

it is more likely to be the ignition which cannot supply enough juice at the higher rpm
check the after checking the points dont forget to check the voltage at the + side of the coil.
if the voltage is low the engine will not rev.

carb shaft can cause problems but is more likely to show up when starting or idling
